The birth of His Highness Sheikh Khalifa Bin Salman Al Khalifa

His Highness Sheikh Khalifa Bin Salman Al Khalifa, the honorable Prime Minister was born on Wednesday the 24 th of November 1936.


Positions and functions assumed by His Highness Sheikh Khalifa Bin Salman Al Khalifa:

1- Assistant in the Office of his father the Ruler.
(March 1953).

The first official post held by His Highness Sheikh Khalifa Bin Salman was in the Office of the his father the Ruler, where he was an assistant in the Office entrusted with many tasks addressed directly by the Ruler. Most of such tasks concentrated on the citizens especially the social aspects. His Highness used to follow up the directives of the Ruler in resolving the problems of citizens. Moreover, the Ruler entrusted His Highness with some limited economic tasks.


 



2 - Member in the Committee of discussing the problem of rents.
(the 1 st of September 1954).

On the 1 st of September 1954, His Highness was appointed as a member of the Rents Committee formed by His Highness Sheikh Salman Bin Hamad, the Ruler of Bahrain (1942 - 1961), to study the problem of rents that arose at that time along with a set of social and economic problems resulted from the effects of the Second World War on Bahrain. In fact, this problem, though limited, but its impact touched the lives of a large segment of the Bahraini community. Therefore, it had given His Highness Sheikh Khalifa a wide scope to move within; showing a great deal of skill, expertise and perseverance. Thus, His Highness had the real key to participate in the making of the Bahraini present and future

 

 


3 - President of the Education Council.
(March 22, 1956)

Upgrading the educational system and development of its sectors was a central goal of the objectives of the developmental project of His Highness Sheikh Salman Bin Hamad, May God rest his soul in peace. Consequently, His Highness, mercy upon his soul, expressed his confidence of the high-capacity and efficiency of his son, His Highness Sheikh Khalifa, when he appointed him as a member of the Council of Education, which His Highness formed on the 22 nd of March 1956 and entrusted him with the task of promoting and developing the education sector.

On the other hand, this task was fully consistent with the enthusiasm of His Highness Sheikh Khalifa towards the need to develop the educational movement in the country. In fact, the educational Bahraini movement occupied a leading position on the level of the Arabian Gulf and the region, but the vision of His Highness Sheikh Khalifa was stemming from the content that the education rise is the cornerstone of any comprehensive renaissance project. Thus, His Highness, after comprehensive study of the status of the educational movement in Bahrain , visited Britain for about six months to return with an integrated set of new ideas, application programs and modern methods aiming as a whole to implement the required educational advancement on solid basis. This was the task entrusted to His Highness Sheikh Khalifa through his following post as:


4 - Member of the Electricity Committee.
(the 31 st of January 1957)

On the 13 th of January 1957, His Highness Sheikh Khalifa Bin Salman assumed his responsibility as chairman of the Education Council. In such advanced executive position, His Highness managed to draw an integrated educational policy, the application of which yielded the results we see today through the achievements in the school and higher education sector, which was reflected on the educational institutions and its outputs and generations benefiting there from, which contributed also to its role in supporting and the enriching such gains and so on. Thus, the deep and enlightened vision of His Highness of the role of education in increasing the overall renaissance, providing it with the creative capabilities and providing it with the latest science, knowledge and technology, has become the slogan and the main title for the education renaissance in Bahrain and the neighboring countries.

Until today, His Highness Sheikh Khalifa is still carrying the banner of structural and core reforms in the various sectors of the state and in the various walks of public life in Bahrain . His Highness is the mastermind of renaissance and progress, moving from one field to another and from one sector to another and achieving successive vicrories and objectives all for the sake of Bahrain and its people now and in the future.


5- Member of the committee charged with discussing the affairs of civil servants.
(30/ 1957)

The direct attention of His Highness Sheikh Khalifa shifted thereafter to the electricity sector when he became a member of the Electricity Committee formed by His Highness Sheikh Salman Bin Hamad, may God rest his soul in peace, on the 30 th of December 1957. The task of that committee was to draw up appropriate service policy to deliver the electricity network to various parts of the country.



6 - Acting Secretary of the government of Bahrain.
(11 th of October 1958)

With the passage of time, the responsibilities that were assigned to His Highness Sheikh Khalifa Bin Salman increased in number and volume. Besides his work as President of the Education Council, a member of the Electricity Committee, and the rents committee and other responsibilities, His Highness, the Ruler, may God rest his soul in peace, issued a decree on the 11 th of November 1958 appointing Sheikh Khalifa as member of the committee assigned to discuss public servants. His Highness had participated in a study of an administrative issue that emerged at that time and solved it; it was the issue of public servants and their job description. For such purpose, a committee was formed to organize public servants affairs.

* We should say here that the work and responsibilities of these committees were not temporary or circumstantial; it was like specialized institutions more than being limited subcommittees. Indeed, these committees and councils turned after the independence into existing ministries and institutions, based on the expertise they gained as committees and councils institutions. On the other hand, His Highness was performing all his multiple responsibilities in these committees and councils, in addition to his other positions and duties.


7 - Director of the Government's Finance.
(26 th of August 1958)

The post of the Secretary of the Government of Bahrain was one of the most important positions at that time, if not the most important ever. The selection of a person to carry out the post of the secretary, who holds the British citizenship, during his absence outside Bahrain was a delicate and difficult matter, and the secretary was a model of the description given to the British who leave emotions and courtesies at home when they go to work. Despite his young age and the numerous responsibilities of His Highness Sheikh Khalifa, he gained the confidence of both and was assigned the position of the government's Secretary for the first time in August 1958 and again for the second time in August 1960 and then for the third time in July 1964.



8 - President of the Irrigation Council.
(the 16 th of November 1960)

On the 16 th of November 1960, the appointment of His Highness Sheikh Khalifa Bin Salman as Director of the Government Finance was a culmination of a series of tasks and accomplishments achieved by His Highness. In fact, this appointment was a very serious honorific rather entrustment and a very serious and sensitive task, which His Highness Sheikh Khalifa has carried out with skill and expertise; he had the chance to achieve his dream of an enormous economic development and high standing of Bahrain and to establish its financial position. This is in addition to the impact of this essential and decisive position on most production, management and services sectors in the country. In fact, it was during his presidency of the government's finance that His Highness Sheikh Khalifa managed to have deep effect on the Bahraini development and in laying a solid foundation upon which the economic and financial rise of Bahrain relied, not to mention its uniqueness at the regional and global levels.

This post was the last held by His Highness Sheikh Khalifa during the reign of his father, His Highness the late Sheikh Salman Bin Hamad Al-Khalifa, the Ruler of Bahrain and the leader of its modern renaissance.


9 - Mayor of Manama.
(19 th of November 1961)

The Irrigation Council was established as one of the specialized councils with a view to developing the country's water policy and water conservation as a national wealth, in addition to granting permits for the drilling of artisan wells in various parts of the country.

By the end of 1961, Bahrain entered a new era of comprehensive national renaissance led by His Highness Shaikh Isa Bin Salman Al-Khalifa, may God rest his soul in peace. In this historic transformation, a close relationship emerged between the two brothers: His Highness Shaikh Isa and His Highness Sheikh Khalifa to be the emotional, scientific, intellectual and schematic source of the overall national renaissance. In fact, the intimate relationship between the two brothers represented in practice in the achievements made during the reign of His Highness Shaikh Isa Bin Salman; those achievements were planned and promised by His Highness Sheikh Khalifa Bin Salman not only from his position as head of the executive authority but also from many other advisory, executive and leadership posts; its essential source being the unique relationship between the (the two brothers).



10 - Chairman of the Monetary Council.
(the 15 th of May 1962)

Bahrain witnessed the establishment of the first municipality council shortly before 1920, which makes it the first Arab Gulf council and the third in this area. Regardless of the role that was played by the municipality to provide electricity, water, paving roads, construction of parks, garbage collection and even providing health services to citizens, the free and direct elections method was applied in the formation of the Council, and the post of the Mayor was the highest position at that time. His Highness Sheikh Khalifa assumed this post in 1962 after his eldest brother His Highness Shaikh Isa when he assumed the reins of power in the country. His Highness Sheikh Khalifa remained the mayor of Manama until he assumed the presidency of the Board of Directors in 1966. The Municipality Headquarters had witnessed, during this period and the years that followed, many of the important events that are considered landmarks in the history of Bahrain .


11- President of the Foreigners’ migration and residence issues.
(the 9 th of December 1964)

The recognition of the realities of history and due to the achievements of the early pioneers, who contributed in the building of Bahrain , is one of the core values, which His Highness Sheikh Khalifa had always valued and urged to dedicate. The directives of His Highness Sheikh Khalifa Bin Salman have been seen in a number of models. The optimal model in this regard is reflected in the pioneering positions that Bahrain has achieved in more than one area including: preventive and curative health, education, municipal elections and the financial, business and monetary transactions. In this latter regard, His Highness Sheikh Salman Bin Hamad had expressed at an earlier stage definite concerns for issuing a Bahraini national currency. This was later achieved by His Highness Sheikh Khalifa Bin Salman during his presidency of the Monetary Council, which was formed on the 9 th of December 1964.

However, it should be noted here that the Bahrain Monetary Council has also effectively contributed in establishing and advancing the Bahraini position that enabled Bahrain to be a regional and global attraction to the giant banks and financial institutions.


12 - Chairman of the Administrative Council.
(August 9, 1965)

The duties of this Council were, in a nutshell, to approve the issuance of permits for foreigners to enter Bahrain and the issuance of residence permits for them. This is in addition to setting a general policy of the State in this regard and overseeing the implementation of the foreigners' immigration law and residency in general.


13 - Chairman of the State Council.
(May 2, 1966)

In the series of titles and positions held by His Highness Sheikh Khalifa Bin Salman; the presidency of the Administrative Council on the 2 nd of May 1966 is parallel in terms of its importance and central role to his other posts as Director of Government Finance, the State Council and Council of Ministers. These positions are also involved with each other and share His Highness' sentimental value and deep nationalistic feelings. In this context, reference may be made to many of the basic achievements of His Highness from his position as Chairman of the Administrative Council; starting from entrenching the institutional pattern for the governmental agencies, promoting the qualified professionals and the completion of a package of laws and regulations that ensured what has been reached of administrative reforms. In general, His Highness has continued ripening and dedicating all these achievements from his next post as Chairman of the State Council, which he held on the 19 th of January 1970, on the strength that this council is a more developed form of the Administrative Council, which later led to the Council of Ministers.


14 - President of the Council of Ministers.
(the 19 th of January 1970)

The achievements and successes of the Board of Directors were constant over four years, which encouraged the transition to a more advanced stage of the establishment of the modern state. On this premise, the State Council, chaired by His Highness Sheikh Khalifa, was established in early 1970. The tasks entrusted to this Council were: assuming the responsibilities of the executive authority, studying the potentials of the State, planning for the desired economic renaissance and pushing the country forward on the path of progress and prosperity.


Hours after signing the termination of the treaty that was existing between Bahrain and the United Kingdom on the 15 th of August 1971, His Highness Sheikh Isa Bin Salman Al-Khalifa, the Ruler of Bahrain, issued a decree on the restoration of political and administrative organization of the country.

According to this decree, the name of the Emirate of Bahrain was changed to the State of Bahrain, as well as the title of the Ruler of Bahrain that was changed to the Emir of Bahrain. This was followed by a further decree restructuring the state's administrative organization, where the State Council was changed into the Council of Ministers» and «President of the State Council to« »» Prime Minister and the members of the State Council were named as ministers.

The Council of Ministers under the chairmanship of Sheikh Khalifa began its work since the first day bearing in mind the quick achievement of the aspirations in order to put Bahrain in the framework of a modern State, thus fulfilling the aspirations and hopes of the loyal people.

Since that date, the country has witnessed numerous achievements until it reached the present prosperity and progress and became a model for countries with the largest and most populous area and the greatest potentials.


Other positions.

 

1. Chairman of the Supreme Defense Council.

The Supreme Defense Council was established under the chairmanship of His Highness Sheikh Khalifa on the 8 th of December in 1973. Members of the Council are: the Commander-in-Chief of Bahrain Defense Force, Ministers of Defense, Foreign Affairs, Interior, Finance, National Economy, Council of Ministers Affairs, Information, National Guard and Deputy Commander-in-chief of Bahrain Defense Force. The Council assumes the responsibilities of the Supreme Council for the Defense and Protection of the Safety of the country.

2. Chairman of the Supreme Council of Oil.

This Council, which was established in November 1980, was specialized in setting the general oil policies that aim at maintaining the oil wealth; developing the modernization of its exploitation, overseeing the established oil institutions and the development of oil-related industries. His Highness Sheikh Khalifa is the Chairman of this Council that included the following as members: Ministers of Foreign Affairs, Oil Industry, Finance, and the National Economy Agriculture works.

3. Chairman of the Civil Service Commission.

The Office of Civil Service was established in April 1982. The functions of the council can be summed up in: setting the special employment policies, identifying the government's need of the work force, and developing necessary programs to raise the efficiency and productivity among workers in the government. His Highness Sheikh Khalifa Bin Salman Al Khalifa is the Chairman of this Council that includes the following as members: Minister of Oil, Minister of Council of the State Minister, in addition to Ministers of Information, Education, Health, Finance of National Economy, Labor and Social Affairs.

4. Chairman of the Supreme Council for Economic Development.

The Supreme Council for Economic Development under the chairmanship of His Highness Sheikh Khalifa was established on the 1 st of June 2000. The members of the Council are: His Highness the Crown Prince and the Commander-in-Chief of Bahrain Defense Force and the Ministers of Foreign Affairs, Communication, Finance and National Economy, Council of Ministers Affairs, Housing, Agriculture, Oil, Trade and Industry, in addition to other economic figures in the country. The responsibilities of the Council include planning and activating the economic affairs in Bahrain .


Biography

- On the 24th of November 2002, His Highness Sheikh Khalifa Bin Salman completed his 67 years of age.

- November represents a distinguished sentimental value in the memory for His Highness and in the official and popular memory of beloved Bahrain . In that month, His Highness assumed the presidency of the government's finance, the presidency of the Council of Irrigation and the presidency of the Oil Council. His Highness also became a member of the public servants affairs committee and participated in the laying of the cornerstone of King Fahd Bridge and opened Isa Housing City together with His Highness Shaikh Isa Bin Salman, mercy be upon his soul.

- His Highness maintains his daily duties and habits as usual; he begins his practical day with a light breakfast and reading the daily newspapers; showing special interest in the articles and issues involving citizens. After giving his directives on some of the issues, His Highness heads to office on time. On his way to his office at the Council of Ministers, His Highness performs some social obligations like visiting Parliaments to present his condolences, visit patients or meet the citizens in their living or working places.

- His Highness Sheikh Khalifa Bin Salman Al Khalifa, the honorable Prime Minister was born on Wednesday the 24th of November 1936, two years and a few months after the birth of his elder brother, His Highness Sheikh Isa Bin Salman Al Khalifa, may God rest his soul. Their Highness were raised under the care of their father, His Highness Sheikh Salman Bin Hamad Al-Khalifa, the late Ruler of Bahrain (1942 - 1961); he raised both of them with the wisdom and foresight that God had bestowed on him in order to prepare them to assume the ruling responsibility.

- His Highness taught them the Holy Koran at the hands of one of the most famous Sheikhs in Bahrain at that time. Before His Highness Sheikh Khalifa turned seven years of age, his father ordered that he join with his brother in the presence of His Highness’ Council. There, the brothers started to examine and live the problems of their citizens and the wise policy pursued by the father in ruling the country. They were also taught the principles of good listening, honoring guests and respecting the old and other foundations of pious ethics.

- Only a short period later, the two brothers started their regular study; His Highness the ruler had appointed the most qualified teachers at that time to teach them the basic sciences before joining a governmental school. In 1957 the young Khalifa was sent on a scholarship to Britain on intermittent periods until 1959.

- His Highness exercises the sport of walking on a regular basis; he takes this period as a time for reflection and deep thinking in the current issues.

- His Highness is keen to meet with the intellectuals and experts in the country and invites them over to his palace every evening to discuss various affairs with them. These meetings witness His Highness' humility, which is always present in the personality of His Highness; he asks for their views and opinions away from the complexity and requirements of the protocol.

- His Highness is proud of his friendship with books; he is an eager reader and an encyclopedic literate. He shows special care for intellectuals and thinkers and follows intellectual and cultural outputs and publications; he also pays attention to the Bahraini history and heritage and always gives his directives to attend to the history of our beloved and honorable country.

- His Highness Sheikh Khalifa Bin Salman affirms always that his happiest moment is when he sponsors the graduation of a new batch of the youth of this country or when he sponsors a nationally distinguished achievement.

- From time to time, His Highness likes to go out in disguise to explore the conditions of the people, follow their daily affairs and know the details of their lives; most of the time only his close assistants know this.

- The closest hobby to the heart of His Highness is gardening, taking care of birds and enjoying wildlife; he reflects this fondness of nature through practicing his hobbies, i.e., painting and photography. He is an artist who loves nature.

- His Highness Sheikh Khalifa Bin Salman pays special interest in the protection of the environment and stresses the need to maintain the purity and safety of the environment, adding that it is in our custody for the future generations.

- In his very private moments, His Highness is always very keen to follow up the affairs of his grandchildren; he sits with them and answers their naïve and innocent questions. He might also attend one of their sports, cultural or school events to encourage them because he thinks its one of his paternalistic and human duties that extends to the rest of the nation.

- The Office (Diwan) of His Highness receives many messages from the citizens, who write to His Highness to express their pride and for his honorable work or to request assistance in a crucial matter they can not handle. He pays attention to all these messages; replies to some and refers the rest to the related offices with his recommendation.

- On behalf of all those ordinary people, every citizen in the beloved Bahrain , all children and the elderly, all mothers and sisters, we raise our hands praying to God Almighty to preserves His Highness, prolong his life and grant him the health and wellness … God Almighty is the best Supporter.
