and Decree Law No. "6" for the year 1974 on the regulation of industry and its amendments,
and Decree Law No. "11" for the year 1985 on the protection, of and support for, national industries and its amendments.
and after listening to the views of the Shura Council.
and after the approval of the Council of Ministers,
we charted the following:
Article 1:
The establishment of an award that is called Sheikh Khalifa Bin Salman Al-Khalifa Award for Excellency in Industry", to be awarded annually to the exceptional companies and institutions in the areas of production and industrial services.
Article 2:
The Awards of Industrial Excellence will be granted to the paramount industrial companies and institutions in the areas of industrial production and industrial services, on the condition that these companies and institutions achieve the highest levels of production efficiency or export capacity, and it should also have a prominent role in the recruitment and training of national manpower, environmental protection, community service and the application of occupational health and safety.
Article 3:
The Prime Minister issues a resolution determining the levels of the prize in terms of quality and other benefits granted to the winning companies and institutions and the formation of a committee to be in charge of nominations.
Article 4:
The prize, as set forth in the law, will be issued annually by the Prime Minister.
Article 5:
The Minister of Oil and Industry will issue the necessary decisions to implement the provisions of this act.
Article 6:
All ministers-as appropriate- will implement the provisions of this law and will be effective upon its publication in the Official Gazette.

- Qualification criteria for winning Sheikh Khalifa Bin Salman Al-Khalifa Award of Excellence in industry.
-The first criterion:
Production and Sales Promotion:
A- Production Performances: -
The applicant must show that an outstanding increase in production, indicating the trend over the last three years; the first year will be the base year, (2001, for example) and the second and third (2002, 2003) will show the overall increase in output.
B- Sales Performance: -
A marked increase in sales the base year 2001 that will be compared to the sales increase during the second and third years.
C-Expansion and Modernization: -
Expanding production lines or upgrading the products and machinery:
- Has there been an update or expansion in the production line?
- Has the application used techniques to change the operations and equipments that would develop and increase production?
- The applicant must present a detailed statement to prove this.
-The Second Criterion: -
Quality Management: -
A- Planning:
Submitting the existing short-term and long-term development plans and through:
1- Requesting a written plan or a registered plan for the past five years "to ascertain the seriousness of the employer in development."
2- Requesting the five-year plan for the coming years.
3- Requesting the plans for the purchase of equipment or plans for feasibility studies, if any.
B- Management and Accounting: -
- Requesting the organizational and administrative structure of the institute.
- Requesting the employees job description.
- The specialization in the distribution of administrative and technical tasks.

C - Marketing Style: -
- Submitting an explanatory description of the current marketing procedures, for example, "Are there internal offices or external offices for marketing.
-What is the future marketing plan?
- Describing the marketing mechanisms advertising capaigns in television - newspapers ... etc. ".
- Is there a system of incentives for the distributors?
- Is there a promotional system?
- The final product design, "in terms of change in the packing quality for example, or the quality of the product design."
D- Quality Control (QC) :
If the institution has an ISO quality certification or its equivalent, it deserves a full degree.

A- Methods of waste disposal:
- A written explanation of the methods of dealing with gas, liquid and solid waste.
- Are any global standards for waste disposal used?
- A concrete proof of compliance to procedures "during a visit, for
example."
Fourth criterion: -
Safety procedures: -
An explanatory description for the environment and safety of the working place in terms of : -
- Restricting to clothing and gloves specialized for that work.
- Safety of equipments.
- Degree of compliance with safety procedures for the workers in the institute.
Fifth criterion: -
What are the sources of training in the institution?
- Access to training programs, if any.

Contributing to community service activities:
-Identifying and verifying the company's contribution to the celebrations and events.
- Stages of evaluating companies:
-(43) industrial companies have applied for the Award of Industrial Excellence.
- The Industrial companies have been classified into three categories according to the number of manpower. 14 Large-scale companies with more than 150 employees, 19 middle-scale companies with 30 150 employees, and 10 small-size companies with fewer than 30 staff employees.
- The branch committee had visited and evaluated all the factories applying for the Award according to the criteria mentioned above. The final evaluation was based on the committee's second visit to the factories with the highest scores in each category.
